Knol Name Verification Open only to USA Users

Its really sad to know that the name verification is only available for the users from USA. Why can't they open up globally?

Few days back I was searching for some definitions and found something surprising. Take a look at the below screen-shot,



Surprising isn't?

So what does this convey? Google trust Wikipeida? Or is this a Google bug?
